Article 1 (Membership Registration)
Membership shall be limited to those who agree to these rules and regulations, and register to the Yachiyo Information Mail.

Article 2 (Definition of Private Information)
In this mail distribution service Private Information is information supplied by applicants, which can be used to identify individuals, such as e-mail address, sex and age.

Article 3 (Procedure to obtain Private Information)
Private Information which is used in this service is directly provided by members.

Article 4 (Purposes of using Private Information)
Collected Private Information should be used only for the following purposes.
(1) To verify application of mail services and to distribute them.
(2) To assess how members utilized them and to improve distribution services.

Article 5 (Protection and management of Private Information)
1. Collected Private Information is treated according to the Yachiyo City Private Information Protection Ordinance. It is strictly limited to the application purposes.
2. Mail distribution is executed by the exclusive system of the service enterprise.
3. The above service enterprise acts in accordance with measures set out in the Yachiyo City Private Information Protection Ordinance.

Article 6 (Security Measure)
1. Security of membership information and privacy protection is paramount. In order to protect membership information from illegal access, technical and administrative security measures are practiced.
2. The network shall be cut off in the instance of leakage of registered information.

Article 7 (Confirmation, Change and Withdrawal from registered information)
1. This service enables members to confirm and change all or part of their registered private information.
2. Members can withdraw their membership from this service at will.
3. When the registered address does not function due to change or denial, private information shall be deleted and membership withdrawn.

Article 8 (Prohibited Acts)
Applicants and members should not conduct the following:.
(1) Register illegal e-mail addresses.
(2) Try to access the server illegally.
(3) Give an illegal command and cause a heavy server load on purpose.
(4) Try to induce hindrances to the system.

Article 9 (Offer Private Information to a third party)
Collected private information shall not be offered to a third party without membersfconsent except the cases below.
(1) When permitted by law or ordinance.
(2) When deemed necessary in order to protect individual lives or property.
(3) When applied to any section of the Yachiyo Private Information Protection Ordinance Article 9, Item 1.

Article 10 (Expenses)
1. Any additional expenses incurred registering for necessary electric appliances
(eg. mobile phones) shall be the sole responsibility on individual members.
2. Registration and use of this service is free. Communication expenses (eg. Cost of internet connection and service; cost of sending and receiving electronic communication) are the sole responsibility of the members and should be arranged privately between the member and their preferred service provider.

Article 11 (Remarks on Use)
1. Set the @city. yachiyo.chiba. jp e-mail as not spam, if your spam filter has been set up.
2. City distributed e-mail is automatically generated, therefore do not reply.

Article 12 (Revision of Rules)
1. These rules are revised accordingly when the law is amended and in order to improve private information protection.
2. For administrative purposes, if necessary, these rules shall be changed without notice.
3. After revision, the revised rules are immediately applied.

Article 13 (Escape Clauses)
1. Distributed information by e-mail does not necessarily contain all information on each item.
2. The city is not responsible for any damages to members and/or third parties caused by distributed information; as well as, no delivery or delayed delivery due to server congestion and/or illegal registration.
3. The service can be suspended without notice. In the event an error occurs in the service system, Yachiyo City is not responsible.

Article 14 (Japanese Law)
These terms are in accordance with Japanese Law.
